To the Romans, he sounded like the wise guiding hand that substantially kept to itself but in reality, he was in total control.
He was veritably patient. If he made a move to assume further power and entered pushback he’d yield incontinently and bide his time. He noway got into a conflict with the Senate or the people and this helped him steer clear of any problems.
The people, the Senate, and army loved him. This was enough support to keep him safe.
